The Hercules Strategic Management Plan is now available for download. The plan being proposed is not a marketing plan or a flowery vision of the ideal community as if there were no economic or business realities. The purpose of community outreach for what is essentially a business plan is to gather as many ideas as possible as to:

• find ways to establish fiscal stability through increasing revenues and cutting costs
• prioritize the many needs and desires of the community
• find ways to be more efficient
• plan on how to best move forward
